Resumen

A diferencia de otras aguas internacionales, como los ríos y lagos compartidos, las aguas subterráneas transfronterizas no suelen ser cogestionadas. La gestión de estos recursos depende de su conocimiento científico y se ve influenciada por problemáticas locales que impiden la implementación de mecanismos de regulación. A partir de documentos históricos y entrevistas a responsables políticos, funcionarios, científicos y actores socio-económicos, este artículo examina los roles de la ciencia y la cooperación científica en la creación de nuevos mecanismos para la cogestión del Sistema Acuífero Guaraní. El enfoque analítico propone eludir discusiones prototípicas sobre diferencias geopolíticas y sobre la incompatibilidad de los marcos institucionales. Se argumenta que el conocimiento hidrogeológico es una dimensión constitutiva del proceso de toma de decisiones, pero que opera simultáneamente como herramienta para la modificación de preferencias y como desafío para los marcos institucionales preestablecidos.
